It is up to your club to determine whether you get volunteer time credit.
Regarding USA Swimming session credit that would count toward recertification, please see the guidelines. Keep in mind that Block Parties are not sanctioned by PNS. Any questions and issues receiving session credit should be directed to the host club and/or the for-profit organization operating those meets.
